Assistant Vice President - Capital Projects

About the Opportunity

Summary & Responsibilities:

Northeastern University's Planning, Real Estate and Facilities Division seeks an accomplished leader to serve as Assistant Vice President for Capital Projects (AVPCP). This is an exciting opportunity to provide leadership and strategic direction for all construction and renovation projects at a dynamic, top tier, urban research university.

The new AVPCP will join the University as it continues a more-than- decade-long trajectory of unprecedented growth in student enrollment, faculty, staff, and physical space along with tremendous advances in academic and research rankings. It is in this context that the new AVPCP, reporting to the Associate Vice President for Real Estate & Capital Projects, will lead approximately 30 employees and up to 20 outsourced project managers: establishing project management and construction management protocols; reporting standards for all level stakeholders, project initiation; construction contracts; design services; and client engagement and satisfaction.

The AVPCP will draw on both technical expertise and significant intellectual capacity to envision, develop, and communicate the ways in which cutting edge design, thoughtful construction, and timely renovation can optimally support and help drive the implementation of the University's strategic and master plans. At the same time, the AVPCP will ensure effective oversight and direction for hands-on management of construction and renovation projects of all sizes involving diverse and specialized skills, detailed technical specifications, large investments, and long-term impact on the University. The Division's well-articulated principles for customer support, project management, fiscal control, and cost-effective innovation will help guide the new AVPCP's efforts, shepherding a capital program of approximately $200M+/-.

The AVPCP will assess the effectiveness of current practices, processes, and systems, identifying areas for improvement, and recommending, developing, and implementing projects to standardize professional practices, streamline processes, and facilitate effective management and responsive project delivery. Using data and analytics to understand the current portfolio, the ability to forecast future staffing and resource needs, while having fiscal and budgetary experience is crucial for the successful candidate and strong knowledge of construction costs and market conditions. The AVPCP will build strong working relationships and advocate for PREF's interests in interactions across the University and will participate in a wide range of committees and initiatives, often representing PREF in efforts beyond areas of direct responsibility and authority.

The ideal candidate for this AVPCP role will bring relevant degrees, certificates, or equivalent experience in Construction Management, Engineering, Architecture or Engineering Management and at least 10 years of increasingly responsible experience that includes managing design and construction projects at an urban research university or comparably complex, multi-facility setting. Success will require proven leadership skills, a commitment to team building, professional development, and collaboration, along with outstanding communication, strategic thinking, diplomacy, and problem-solving skills to work effectively with all levels of internal and external constituencies. A deep interest in innovation and the potential of current and emerging technologies to enhance project management and execution will be critical. The successful candidate will also bring demonstrated commitment to fostering a culture that is diverse and inclusive, combined with an appreciation for both the service and stewardship roles of university facilities organizations.

Qualifications:
  • Master's degree in Engineering, Architecture, Construction Management or Engineering Management with a minimum of 10 years experience managing design and construction organizations within a higher education institution or equivalent.


  • Registration as a Registered Architect, Professional Engineer, Certified Planner or Certified Construction Manager desired.


  • Strong leadership skills and a collaborative, service-oriented approach to work; excellent communication and interpersonal skills; experience in team building and partnering as well as staff development. Deep understanding of both the service and stewardship roles of university facilities organizations. Demonstrated sound judgment and leadership in complex, multi-tasked, and rapidly changing problem-solving situations. Ability to set and manage priorities, create clear direction and expectations for staff and follow through to ensure achievement and accountability in the face of competing demands.


  • Demonstrated interest in continuous client feedback, in assessing and improving project delivery process and systems. Must be articulate, diplomatic, a strategic thinker, able to mediate, collaborate with, and present effectively to all levels within the University and external constituents.


  • Experience and Knowledge of Best Practices and Continuous Improvement processes related to capital construction departments and systems. Strategic ability to develop an organizational structure that fosters and supports the goals of the organization. Knowledge of e-Builder or other web-based project management information systems.


  • Ideally, this position is the primary back-up for the Associate Vice President Real Estate & Capital Projects on all strategic matters related to project delivery, project estimating, capital project budgeting and oversight. A dedicated approach to team building and professional development is essential.

  • At least ten years of progressively responsible experience managing design and construction projects within a research university or a comparably complex setting.


  • Registration as a Registered Architect, Professional Engineer, or Certified Construction Project Manager desired.
  • Commitment to the highest ethical and professional standards; personal and professional integrity above reproach.


  • Proven record of success implementing change, employing technology and improving processes and capabilities, and leading operations to deliver consistently excellent service; a commitment to continuous improvement.


  • Demonstrated interest in environmental issues and an appreciation for the tremendous potential of sustainability efforts on a large, complex campus.


  • Experience using data and analytics to manage a large capital portfolio.


  • Demonstrated ability to forecast future staffing and resource needs.


  • Proven fiscal and budgetary experience is crucial for the successful candidate.


  • Experience as a fair, respectful departmental leader, and a skilled administrator; proven ability to manage resources, human and financial, to maximize productivity and assure the highest quality work.
