Job Summary:
The Family Resource & Training Center (FRTC) in the School of Social Work, College of Social of Social Sciences at Eastern Washington University is currently accepting applications for a grant funded project Fiscal Specialist 2 - Project

Under general direction, the position performs a variety of complex and varied fiscal and administrative support functions such as analyzing and developing budgets for grants, contracts, program funds, establishing and maintaining comprehensive fiscal recordkeeping systems, analyzing, establishing, maintaining professional fee records, and coordinating diverse unit-wide fiscal support functions fiscal planning. The position supports internal units with diverse activities such as research, teaching, patient care, and community service programs.

Position reports to the Director, and is expected to exercise independent judgment in developing, modifying, and maintaining multiple record keeping and reporting systems for varied and complex sources of funding; interpreting and applying rules and regulations to resolve problems; advise staff regarding applicable policies and procedures, and recommend alternative courses of action. Position uses established procedures in performing fiscal responsibilities, and ensures work is in conformance with regulations, policies and standards.

Required Qualifications:
  • AA or higher level degree in Accounting, Finance, Business or related field
  • At least two years of relevant fiscal experience and 15 quarter hours or 10 semester hours of college level accounting or equivalent education/experience.
    • Experience must include responsibility for multiple fiscal and budgetary functions such as responsibility for multiple budgets, purchasing, personnel/payroll, and specialized reporting etc.
    • Demonstrated proficient with the following applications:
    • Excel, demonstrated ability to develop complex spreadsheets using advanced features, and to create spreadsheets to develop and maintain records.
    • Word/MS Office, ability to perform tasks such as merge fields, design tables, and other advanced functions.
    • Database management, ability to work in SharePoint and/or create new databases, enter data, sort, import/export files in database, and create reports.
    • Ability to troubleshoot own workstation and to train others on software.
    • Ability to perform (or learn) website maintenance.
  • Minimum one-year experience using a financial enterprise data system or other large, complex, multi-dimensional data system with over 10,000 records.
  • Demonstrated success handling a demanding workload with overlapping deadlines and requiring great attention to detail, perseverance, initiative, and ability to function equally well taking direction and working independently, and in an environment characterized by interruptions throughout the workday and where supervision is off-site.
  • Experience maintaining both manual and electronic records and files.
  • Demonstrated ability to apply a culturally responsive and flexible approach that is sensitive to the diverse needs of the students, faculty, and administrators including needs for universal access.


Preferred Qualifications:
  • Two or more years experience performing fiscal/budgetary responsibilities in a college or university environment.
  • Experience in managing fiscal/budgetary responsibilities for grants, contracts, and/or sponsored programs.
  • One-year full time work experience demonstrating success in handling communications with a variety of different kinds of internal and external clients, such as federal, state, city, and county government agencies, professionals in the community, internal staff/managers/administrators, and other constituents.
  • At least one-year experience using Banner Financial.


Other Skills and Abilities:
  • Strong written and verbal communication skills.
  • Ability to stay focused and make progress on long-term projects despite frequent interruptions by individuals and short-term program needs.

Responsibility / Duty:
Budget Activities
  • Consult with funding agencies to resolve problems and/or obtain approval for deviation from authorized financial procedures or expenditures.
  • Correspond with grants and purchasing departments within the university.
  • Develop budgets for grants, contracts, or other funding request; prepare appropriate forms for contracts and agreements; develop, recommend, and or establish change schedules for cost center and or self-sustaining accounts.
  • Develop, modify and maintain multiple record keeping and reporting systems for varied and complex sources of funding; develop procedures for implementation, execution, control and review/audit of fiscal operations.
  • Develop, track, analyze, and plan budgets with the Director.
  • Prepare specialized reports; conduct special studies to research and or justify fiscal request/needs.
  • Analyze, modify and recommend improvements in subsidiary and general fiscal recordkeeping systems; apply knowledge of accounts and program relationships, data flow, audit trails and internal controls to design and implement financial data systems.
  • Select, develop, implement and or modify manual or automated fiscal reporting tracking system to address specific unit needs.
  • Forecast fiscal needs/commitments; develop long term planning documents; participate in the planning of new programs by conducting analysis of unit needs and resources and making revenue projections.
  • Prepare monthly cost/spending analysis for Director.
  • Purchase all equipment, furniture, and other high value expenditures for the program.
  • Review and approve P-Card & Travel Card reconciliations from Program Coordinator

Data Management
  • Train and trouble shoot FRTC staff regarding data system and website.
  • Develop, administrate, and maintain program related Share point sites
  • Extract and compile data from SharePoint as needed for quarterly, annual, and special run reports and mailing lists.
  • Compile statistical data and develop charts form database of evaluation documentation.
  • Collaborate with others as needed on analysis of data
